Will the recipe for one returning from an unshakeable leaning tower succeed in saving a series of tilted peace conflicts from collapse?
I was among the first to say, after the Guerguerat crisis, that a military confrontation between Algeria and Morocco was imminent. And since Algeria escalated its rhetoric and its “punitive” measures towards Morocco, many believed the same as I do, on the basis that the severing of relations and the measures that followed is a declaration of a looming war. Of course, I am still convinced that the matter did not start with Hilal's statement about the Kabylie region, but rather securing Guerguerat was the straw that broke the camel's back for Algeria. The Moroccan move will liberate Morocco from the "blocus" imposed on it by the cease-fire agreement, which considers beyond Guerguerat a buffer zone supervised and monitored by the forces of the international MINURSO mission. Algeria knows that securing Guerguerat will not only liberate Morocco from “blocus”, but will also liberate the rest of the world in its dealings with it, which it used to see besieged by Algeria to the east, the ocean to the west, and the buffer zone to the south. And after Morocco’s borders became connected to Africa with the closest country to it (Mauritania), it will quickly move away from the Algerian rival and the need for it will increase internationally, after it became a linking point between three continents and with infrastructure qualified to make a qualitative leap in the level of international trade exchanges (ports and highways). North-South car). In addition, the Moroccan move narrowed the space for Polisario's activity and maneuvering to the farthest limits, and pushed it to the north. Morocco has only one move left, in which it extends the defensive belt from the side of the Mahbas sector, to reach it at the Mauritanian border crossing near Point 75 of the Algerian border, as happened in Guerguerat, and cuts the road between Algeria, where the bases of the front are located, and the entire Sahara region, and the Polisario has no way but Retreat towards the Algerian rear in Tindouf, and it becomes an Algerian problem. And nothing prevents him from taking this step except that he receives a painful blow from the Polisario that disturbs stability in Morocco. This complex field situation created by the Moroccan advance in Guerguerat, brought the region to the brink of a regional war, the initiator of which will not be Morocco, which is not served by tension at all. Therefore, the ball is in the Algerian goal since the outbreak of the Guerguerat crisis a year ago, and everything that will come will be based on the Algerian reaction to the Moroccan progress that does not serve its strategy in the region. Its acceptance of what Morocco has achieved means its abandonment of the Polisario, which will become a dependence on it instead of a means and tool to obstruct, brake or besiege Morocco as it was intended for it. And its refusal necessitates direct confrontation with Morocco. Algeria is now in control of the decision to stabilize or tension the region. Since the outbreak of the Guerguerat crisis, it has worked hard to market its annoyance with the Moroccan progress, and that it will be a cause of instability in the entire region. And she did her best to find someone who would suffice her from the evil of direct confrontation with him. And it instructed the Polisario to announce its repudiation of the cease-fire to reinforce its claims. But the recent Security Council meeting proved Algeria's abject failure in marketing its concerns internationally. It had no choice but to risk one of two things: abandoning the Polisario or arming it and pushing it to commit suicide in front of the walls of the Moroccan defense wall to create a justification for direct intervention in the conflict. What will put it in a confrontation with the international community, whose support and bias towards Morocco is not hidden, as stated by its foreign ministry in its response to the recent Security Council resolution. What has appeared so far from the signs of the reaction of the Polisario and Algeria suggests that they are still living the trauma after Guerguerat, and that they hastened to provoke Morocco at a time when they were not close to being ready to match its progress or confront it. And they are still reluctant to take the decision to escalate the confrontation, even though time is not on their side. Therefore, the approval of the appointment of Demistura as a new envoy was necessary in order to catch a breath and rearrange priorities. The newcomer to international mediation will come unlike his predecessors in a delicate circumstance. It is unlikely that any progress will be made in the political process, as a result of the stubbornness of all parties to the conflict in their declared positions. And their narrow margin of maneuver. Regression is painful, progress is costly. However, he will certainly succeed in delaying the confrontation between Algeria and Morocco, waiting for surprises to occur at the level of the region or for a change in international alliances that balances the conflict equation, bringing us back to the situation of no war and no peace that we have been living in for the last three decades. It is likely that all parties will deal with the new envoy, albeit with different degrees of hospitality, each according to its goals and agenda. Morocco wants, from its involvement in the political process, to demarcate and fortify its net gains, by explicit international blessing, or at least silence about it and leave it for the passage of time and not raise it as an obstacle in the face of a settlement, as its opponents demand. In addition, his willingness to engage in the political process embarrasses his opponents, who stipulate his return to the borders prior to November 13, to sit with him at the round table negotiations called for by the Security Council. Algeria and the Polisario will deal with Demistura for two main purposes: 1- Reducing the pressure inside, which felt defeated and weak in the face of Moroccan supremacy and now demands concrete positions that lead to tangible results on the ground, even if they are reckless. 2- Gaining time under the UN umbrella without declaring a new ceasefire. Provided that what they call a war at its current pace (internally sociable, and harmless to Morocco) continues, waiting for a military readiness that can equalize the Moroccan military superiority, or Algerian diplomacy makes a breakthrough at the international level by which it re-imposes its view of the conflict at the level of the Security Council.
كنت من الاوائل ممن قالوا عقب أزمة الكركرات ان حصول مواجهة عسكرية بين الجزائر و المغرب باتت وشيكة. و منذ أن صعدت الجزائر من لهجتها و إجراءاتها “العقابية” تجاه المغرب اعتقد الكثيرون بمثل اعتقادي، على أساس ان قطع العلاقات و ما تبعها من إجراءات هو إعلان حرب تلوح في الافق.
بالطبع ما زلت عند قناعتي ان الامر لم يبدأ مع تصريح هلال حول منطقة القبائل، بل كان تأمين الكركرات هو القشة التي قسمت ظهر البعير جزائريا. فالخطوة المغربية، ستحرر المغرب من الحصار الذي كانت تفرضه عليه إتفاقية وقف إطلاق الذي يعتبر ما وراء الكركرات منطقة عازلة تشرف عليها و تراقبها قوات بعثة المينورسو الدولية.
و الجزائر تعلم ان تامين الكركرات لن يحرر المغرب من الحصار فحسب، بل سيحرر بقية دول العالم في تعاملها معه، التي كانت تراه من قبل محاصرا بالجزائر شرقا و المحيط غربا و بالمنطقة العازلة جنوبا.
و بعد ان صارت حدود المغرب متصلة إفريقيا مع أقرب بلد اليه (موريتانيا) ستزداد سرعة ابتعاده عن الغريم الجزائري و تكبر الحاجة إليه دوليا بعد ان أصبح نقطة ربط بين ثلاث قارات و ببنى تحتية مؤهلة لتحدث نقلة نوعية على مستوى التبادلات التجارية الدولية (مواني و طريق سيار شمال جنوب).
فضلا عن ذلك فالخطوة المغربية ضيقت مساحة نشاط و مناورة البوليساريو الى أبعد الحدود، و دفعتها نحو الشمال. حيث بقيت للمغرب نقلة واحدة يمد فيها الحزام الدفاعي من جهة قطاع المحبس ليصله بالمعبر الحدودي الموريتاني قرب نقطة 75 من الحدود الجزائرية كما حصل في الكركرات، و يقطع الطريق بين الجزائر حيث تتواجد قواعد الجبهة و كافة اقليم الصحراء، و لا يبقى امام البوليساريو من سبيل سوى الاندحار نحو العمق الجزائري في تيندوف فتصبح مشكلة جزائرية. و لا يحول بينه و بين القيام بهذه الخطوة غير ان يتلقى ضربة موجعة من البوليساريو تخل بالاستقرار في المغرب.
هذا الوضع الميداني المعقد الذي خلقه التقدم المغربي في الكركرات، جعل المنطقة على شفا حرب اقليمية، المبادر اليها لن يكون المغرب الذي لا يخدمه التوتر البتة، فهم المغرب هو المحافظة على المكاسب التي تحصل عليها و تنويع و توسيع شراكاته.
لذلك الكرة في المرمى الجزائري منذ اندلاع ازمة الكركرات قبل سنة، و كل القادم سيبنى على ردة الفعل الجزائرية على التقدم المغربي الذي لا يخدم استراتيجيتها في المنطقة. فقبولها بما حققه المغرب معناه تخليها عن البوليساريو التي ستصبح عالة عليها بدلا من وسيلة و أداة لعرقلة و فرملة او حصار المغرب كما كان يراد لها. و رفضها يحتم عليها المواجهة المباشرة مع المغرب.
الجزائر الآن هي من بيدها قرار استقرار او توتر المنطقة. و قد عملت جاهدة منذ اندلاع ازمة الكركرات على تسويق انزعاجها من التقدم المغربي و انه سيكون سبب في عدم استقرار المنطقة برمتها. و بذلت قصارى جهدها لعلها تجد من يكفيها شر المواجهة المباشرة معه. و اوعزت الى البوليساريو لتعلن التنصل من وقف اطلاق النار لتعزيز إدعاءاتها. لكن اجتماع مجلس الامن الاخير اثبت فشل الجزائر الذريع في تسويق مخاوفها دوليا. و لم يبق أمامها غير المجازفة بأحد الامرين: التخلي عن البوليساريو او تسليحها و دفعها للانتحار أمام أسوار الجدار الدفاعي المغربي لتخلق لنفسها مبررا للتدخل المباشر في النزاع. ما سيضعها في مواجهة مع المجتمع الدولي الذي لا يخفى عليها دعمه و انحيازه للمغرب كما ورد على لسان خارجيتها في ردها على قرار مجلس الامن الاخير.
ما ظهر حتى الساعة من إشارات عن ردة فعل البوليساريو و الجزائر يوحي بأنهم ما زالوا يعيشون صدمة ما بعد الكركرات، و انهم تسرعوا في استفزاز المغرب في وقت لم يكونوا قريبين من الجاهزية لمجاراة تقدمه او التصدي له. و انهم ما زالوا مترددين في اتخاذ قرار الرفع من حدة المواجهة رغم ان الزمن ليس في صالحهم. لذلك كانت الموافقة على تعيين ديميستورا مبعوثا جديدا ضرورية من اجل التقاط الانفاس و إعادة ترتيب الاولويات.
الوافد الجديد على الوساطة الدولية سيأتي على خلاف سابقيه في ظرفية دقيقة. و من المستبعد ان يحرز اي تقدم في العملية السياسية، نتيجة لاستماتة جميع اطراف النزاع عند مواقفهم المعلنة. و ضيق هامش المناورة لديهم. فالتراجع مؤلم و التقدم مكلف. إلا أنه سينجح بكل تأكيد في تأخير المواجهة بين الجزائر و المغرب، في انتظار ان تحصل مفاجئات على مستوى المنطقة او تغير في التحالفات الدولية يوازن معادلة النزاع يعيدنا الى وضعية اللاحرب و اللا سلم التي كنا نعيش في العقود الثلاثة الاخيرة.
و من المرجح ان جميع الاطراف ستتعاطى مع المبعوث الجديد و ان بدرجات حفاوة مختلفة، كل حسب غايته و اجندته. فالمغرب يريد من انخراطه في العملية السياسية ترسيم و تحصين مكاسبه المحصلة إن بالمباركة الدولية الصريحة او على الاقل الصمت عنها و تركها للتقادم مع الزمن و عدم إثارتها كعقبة في وجه التسوية كما يطالب خصومه. إضافة الى أن استعداده للانخراط في العملية السياسية يحرج خصومه الذين يشترطون عودته الى حدود ما قبل 13 نوفمبر للجلوس معه على طاولة مفاوضات المائدة المستديرة التي دعا لها مجلس الامن.
و الجزائر و البوليساريو سيتعاطون مع ديميستورا لغايتين أساسيين:
1- تخفيف ضغط الداخل الذي أحس بالهزيمة و الضعف امام التفوق المغربي و بات يطالب بمواقف ملموسة تفضي الى نتائج محسوسة على الارض حتى و لو كانت متهورة.
2- ربح الوقت تحت المظلة الاممية دون الاعلان عن وقف لاطلاق نار جديد. على ان يستمر ما يسمونه حربا على وتيرته الحالية (مؤنس داخليا، و غير ضار مغربيا) في انتظار جاهزية عسكرية يمكنها ان تعادل كفة التفوق العسكري المغربي، او تحدث الديبلوماسية الجزائرية اختراقا على المستوى الدولي تعيد به فرض وجهة نظرها في النزاع على مستوى مجلس الامن.
